Know anything about "rubber rooms" where naughty NYC teachers are sent for detention?

(I realize this may not be a safe topic for public discussion that could live in cyberspace forever.)

I just saw this article yesterday too: 700 NYC teachers paid to do nothing.
It looks like a typically sensationalistic anti-(teachers')union headline, but it seems there should be a better way of handling it. Probably the law of unintended consequences at work.

It's actually a reference to GKAE, MSK, AWR, a young man who was arrested 16-times for Graffiti. He was educated at Stanford in Philosophy, though left without a degree after being placed in an institution for several months.
