Use peak ratings as eligibility for under sections at nationals.
Children's ratings should not be going down. This solves the problem and is easy to understand and enforce.

While I am very sympathetic to the complaint, I know that children's ratings are sufficiently volatile that this is not, applied blanketly, a reasonable answer..
Reasonable would be to see that this case is sufficiently questionable because of the group of players take as a whole, and to move them to a higher rated section.
